LEGISLATION REPORT CARD

The Legislation Report Card is our tool for evaluating how proposed state policies support or hinder recovery from substance use disorders. It offers a transparent, values-driven lens on legislative efforts, highlighting which bills align with recovery-centered principles and which fall short. This tool empowers advocates, policymakers, and community members with clear information to drive smarter, more compassionate policy.

Our Methodology

Each piece of legislation is scored across 12 criteria rooted in recovery-oriented values, such as reducing stigma, protecting rights, ensuring access to housing and employment, and including people with lived experience in the policymaking process. Bills can earn 0–2 points per category, for a total of up to 24 points. Final letter grades range from A+ for highly recovery-friendly legislation to F for policies that are actively harmful. Our goal is to elevate the standard for how recovery is represented and supported in law.
